New Appointment Made to Means Woods Board of Trustees
The Selectboard appointed Amanda Werner to fill the current vacancy on the Means Woods Board of Trustees. The Selectboard is responsible for appointing three of the five positions on the board.
 
Reappointment of Richard McKerr Made As Town’s Rep. to Regional Economic Development Corporation
The Selectboard reappointed Richard McKerr to the Addison County Economic Development Corporation as the Town of Middlebury’s representative to the ACEDC.
 
Engineering Agreement Amended for Mary Hogan Stormwater Project
Public Works presented an amendment to the current agreement with Aldrich & Elliott for the related work being conducted regarding the Mary Hogan stormwater sites permitting. As a result of additional issues at the site relating to soils/elevations, additional site analysis is required by the State. The Selectboard authorized the proposed amendment.
 
Public Works Authorized to Proceed with FEMA Grant Buyout Program for Property at 52 Ossie Road
In response to a request from the owner of 52 Ossie Road, Public Works has reviewed the viability of a federal buyout of the property, as well as the proposed possible future uses by the Town of the land. Staff recommended proceeding with the initial application steps for the FEMA Hazard Mitigation Grant Program, and the Selectboard authorized that step.
 
List of Future Possible Sites for Public EV Charging Sites Approved
Following the recommendations of the Infrastructure Committee, the Selectboard supported the triaged list of sites that will guide future Town grant applications for capital funding for the installation of future public electric vehicle charging infrastructure in town. The site list involved: Mill Street parking lot, corner of Seymour Street/Methodist Lane, part of Mary Hogan school parking lot, and the Town Recreation Center.
 
Transfer of Public Works Funds in FY24 Budget Supported
In order to address ongoing infrastructure issues relating to Town water meters, and to better prepare the staff for determining the appropriate technological pathway to resolving these difficulties, this proposed transfer funding of $10,000 to further this meter program initiative was approved.
 
Application for Funding to Stabilize and Protect Middlebury River Approved
The Selectboard supported an application prepared by Public Works for the Emergency Watershed Protection Program for funding to conduct remediation efforts along the Middlebury River, including repair efforts at the current flood resiliency wall site.
 
Town FY25 General Fund Budget & Town Warning Approved by Selectboard
The Selectboard conducted a final review and then gave approval for the proposed FY25 General Fund budget for the Town to be presented to Town voters at the 2024 Town Meeting in March. The formal public warning document for the meeting was also approved.
 
Letter of Support for Stonecrop Meadows Housing Project’s Recent Grant Application Approved
Summit Properties requested, and received, from the Selectboard a letter of support for their upcoming grant application to assist with the financing of the planned Stonecrop Meadows housing site on Seminary Street Extension. Their application is to the Vermont Housing Finance Agency to qualify as a low-income housing tax credit project.
 
May 3rd Named as Arbor Day in Middlebury
Furthering the ongoing efforts of the Middlebury Tree Committee, the Selectboard proclaimed the first Friday in May as Arbor Day here in Middlebury.
 
MOU for the Town’s Participation in Regional Transportation-Oriented Development Planning Project Approved
The Selectboard authorized the Town to enter into a MOU with the regional planning commissions of Addison County and Chittenden County to utilize a federal planning grant to develop a comprehensive plan for transit-oriented development in twelve communities across the region.
 
Selectboard Supports Change to Current Water Division Position in Public Works
The Selectboard signed off on a proposed adjustment to a position in the Water Division of Public Works, expanding the position to full-time. The expansion of this position will further assist the Department in meeting its growing responsibilities in maintaining the Town’s water system.
 
Approval of Check Warrants
The Selectboard approved expenditures, for the time period of January 10, 2024 through January 23, 2024, in the amount of $1,423,988.08.
